The Junta de Andalucía allocates 418.5 million to Canal Sur for the next three years
The Governing Council approves the contract-program of the Public Business Agency of the Radio Televisión de Andalucía, which is an investment of the Junta de Andalucía of 418.5 million for the 2017-2019 triennium.
In order to ensure the stability of the audiovisual entity, the Governing Council has approved the contract-program of the Public Business Agency of the Radio Televisión de Andalucía (RTVA), which specifies the specific objectives and the allocation of economic resources for the fulfillment of its purposes during the 2017-2019 triennium. The agreement will involve a contribution by the Board of 418.5 million euros.
The document develops the Public Service Charter of the RTVA, where priorities and strategies are established to guarantee sustained and adequate stable financing over the next six years.
In general, the contract-program sets the economic compensation that the RTVA will receive for the management and provision of the public and television and interactive digital services service, charged to the budgets of the Autonomous Community of Andalusia. These amounts are set at 139.5 million euros per year for transfers and contributions. In the same way, the mechanisms and means to adapt the cost of the activities agreed to the possible variations of economic and audiovisual sector are determined.
The document approved by the Council also establishes the basic criteria of action of the RTVA, with special mention to the promotion of education and culture; the protection of childhood and the elderly and at risk of exclusion; The transmission of an egalitarian, plural and non -stereotyped image of women, and especially rigorous treatment against gender violence. The entity also undertakes to encourage the political participation of society and the exercise of democracy, respecting the pluralism of society. In this regard, criteria such as parliamentary representation, territorial implementation and representativeness of organizations of political, trade union, social and cultural life will be assessed.
Along with this, priorities such as the improvement of attention to issues, suggestions, complaints and claims of the audience, or the impulse to the provision of technical services to other public and private entities of the audiovisual sector are reinforced.
Another regulated aspect is the one related to the percentages of own production. For the general programming radio offer, 55% of informative content is maintained, which will pay special attention to the local and provincial news; 23% for informative spaces, and 22% for entertainment.
For the radio dedicated to the current public interest, the cast continues in 55% informative; 40% of informative and cultural content, and 5% entertainment.
In the case of the thematic radio aimed at the young audience, 75% of the production will be based on dissemination of the realizations of Andalusian and Spanish creators and artists of popular music and 25% to entertainment spaces. The thematic station dedicated to flamenco on the network (www.flamencoradio.com) will have a 100%production.
In the television field, the contract-program is set as a goal that the supply in Digital Terrestrial Television (DTT) becomes a key audiovisual reference in the community. Its programming will adjust to the objective that the issuance of own production programming is between 75% and 85%. As a novelty with respect to the previous contract, it is established that this percentage reaches at least 95% in the case of Andalusia Television (ATV). The programs must attend to the balance between sexes and will be produced with the maximum quality standards and with multisport diffusion formats, provided it is technically and legally possible.
Regarding the general offer on DTT, the following percentages for own production programs are maintained: informative, including sports spaces, 32%; Dissemination programs, 30%; entertainment, 15%; Infant, 2%, and fiction, 1%.
On the other hand, the document also includes the forecast of actions for the marketing of the audiovisual documentary funds of the RTVA and Canal Sur, with the collaboration of entities such as the Filmoteca of Andalusia and others nationally and of the Ibero -American environment.
Finally, the contract-program establishes the creation of the Canal Sur Media Division, in charge of the production and distribution of digital content, as well as the new ‘Canalcocina’ web channels, ‘Canalturism’, ‘Canalflamenco’ and ‘Labanda’, the latter oriented to children.
The approved document, which may be extended annually once the 2017-2019 triennium is concluded, also provides for the need for pubic and private funds aimed at the provision, renewal and update of the technical equipment of Canal Sur, worth 15.67 million, and RTVA, for 5.40 million euros.
