In contrast, among the highest rated projects The committee makes, among others, these assessments: “good diagnosis of the sector”, “excellent public service analysis”, “proactive and knowledgeable”, “good business structure proposal”, “very well-crafted text”, “many future business and content proposals”, “exhaustive analysis”, “cross-cutting approach, incorporating innovations of interest in different sections”…

Although the management projects were identified with a code to preserve the anonymity of their authorship at the time of their assessment by the committee of experts, the names that correspond to each code are revealed in the final report published in the Bulletin of the Cortes.

From the report it appears that Due to merit they obtained a higher scoren: Manuel Ventero, Francisco Javier Montemayor, Alicia Gómez Montano, Laureano García, Rafael Camacho, Ana María Bordás, Joaquín Cuixart, Francisco Lobatón, José Ignacio Igual, and Francisco Moreno.

Based on the evaluation of projects, those that have obtained the highest score have been developed by Juan Roberto Mendès, Juan Buhigas, Juan Manuel Romero, Agustín García Matilla, José Manuel Pérez Tornero, María Eizaguirre, Alicia Gómez Montano, José María Berruete, Eladio Jareño and Rafael Camacho.

However, due to the weight of experience, among the twenty candidates selected by the committee there have been management projects classified as "with many generalities, without significant data", "does not make a diagnosis", "without proposals", "a very brief project, with some striking errors such as the suggestions of creating a transparency portal or the figure of the spectator ombudsman, which already exist", "without a general or CRTVE diagnosis", "does not include the complexity of the technological phenomenon", "full of generalities (between poor and approved)", "scarcity of analysis at all points”, “does not propose concrete proposals”, “low level”…

There are many communication professionals on the list of selected candidates, with very few candidates who also provide a business management profile, which is advisable when you intend to run a corporation with a budget of more than one billion in which more than 6,200 professionals work. Technical profiles are also lacking given the technological challenges that the media face in a new scenario of digital convergence.

The procedure

After more than three months of work in which they have evaluated the CVs and projects of the 95 candidates accepted in the public competition, the twenty selected candidates will now have to appear before the Congressional Appointments Advisory Committee, as a step prior to the Plenary Session of the Congress of Deputies itself appointing six councilors.

The fourteen candidates who are not elected by Congress will appear before the Senate Appointments Commission and then the senators will appoint in plenary session the four remaining members of the Board of Directors of the public corporation.

From among the ten designated councilors, Congress will appoint the future president of RTVE, who will succeed Rosa María Mateo, who has served as sole provisional administrator since last July.

The election of the members of the Board of Directors and its president will require a two-thirds majority of the corresponding Chamber. If this is not achieved, an absolute majority will be sufficient in the second vote, which will have to be held 15 days after the first.
