RTVE undertakes a “rescue” plan

The Board of Directors of RTVE approves the Corporation's Sustainability and Efficiency Improvement Plan, which provides for savings of 20 million euros in general expenses, a reduction in personnel expenses of 4 million in two years, as well as a proposal to increase own income by 10% annually.

At its meeting this Tuesday, the Board of Directors of RTVE approved the Corporation's Sustainability and Efficiency Improvement Plan and agreed to the sale of the Buñuel Studios. In addition, the session approved a reorganization of the Corporation's management structure to simplify and improve its operational capacity.

For the years 2015-16, the plan seeks to draw the lines that ensure that, with the current budgetary framework, the activity can be developed in a sustainable manner without affecting the fulfillment of public service missions, on the one hand, and on the other, without giving up achieving audience ratings higher than the current ones.

The management of RTVE will work on five lines of action: strengthening the tasks and public service mission of the Corporation, without giving up the audience; reduction of both direct and indirect production expenses; improvement of human resources management; enhancement of the Corporation's own income and strategic lines of investment that ensure the technological commitment of our Corporation.

The plan foresees savings of 20 million euros in general expenses, of which 12 million correspond to 2015 and 8 million to 2016; a reduction in personnel expenses of 4 million, as well as a proposal to increase own income by 10% annually, in addition to boosting investment to around 40 million annually.

RTVE will request an extraordinary budget credit from the Ministry of Finance and Public Administrations. As a consequence of the absence of complementary settlements of operator fees, during 2014 there has been a negative deviation in the income of the RTVE corporation of 100.8 million euros. Added to this is a greater expense not contemplated as a fundamental consequence of the cost of the Winter Olympic Games, so the final deficit figure planned for the end of 2014 reaches 133 million euros. RTVE will request from the Ministry of Finance and Public Administrations greater compensation for public service that will allow said deficit to be neutralized.

El Consejo de Administración ha aprobado una nueva organización que supone la simplificación de la cúpula de RTVE. La nueva estructura afrontará un proceso de impulso a la marca de RTVE, al incremento de la eficiencia y a la integración de las operaciones, así como a la internacionalización de productos y servicios.

La simplificación del organigrama directivo conlleva una reducción del 20%. Asimismo, disminuye el número de directivos externos como consecuencia, tanto de la reducción de la estructura directiva como de la promoción interna de la plantilla a funciones de alta responsabilidad. Tras esta medida, el número total de directivos externos es el menor desde la creación de la Corporación RTVE

La corporación prescindirá de 34 puestos directivos; entre ellos, se ha prescindido de una decena de directivos externos. Entre otras decisiones, RTVE ha destituido a Ricardo Villa como director de medios interactivos.

El relevo, que se ha hecho de mutuo acuerdo, se hará efectivo el próximo día 24 de noviembre. En esta etapa, además de estar al frente de la Asesoría Jurídica de la Corporación, ha gestionado toda la actividad vinculada al control parlamentario del Congreso de los Diputados, la auditoría interna, la gestión de la Orquesta y Coro de RTVE y diversas cuestiones de estrategia corporativa, entre otras áreas. El Consejo de administración le ha agradecido los servicios prestados.

Javier Lamana (Madrid, 1960) has a degree in Law from the Complutense University of Madrid. He joined the Corps of State Lawyers in 1988. He has provided services in the State Attorney's Office of the Ministry for Public Administrations, the State Secretariat of Budgets and Expenses of the Ministry of Economy and Finance, and in the General Subdirectorate of Consultative Services of the General State Attorney's Office. He has also been Technical General Secretary of the Ministry for Public Administrations and the Ministry of Education and Science. From 2000 to 2004 he headed the Legal Department of RTVE. He has also been part of the Boards of Directors of the Cervantes Institute and several State Societies.

Eladio Jareño, at the head of RTVE in Catalonia

Who until now was coordinator of the Presidency and Communication of the Popular Party of Catalonia, Eladio Jareño Ruiz (Barcelona, ​​1958) will be the new director of the RTVE production center in Catalonia.

Graduated in Information Sciences (Autonomous University of Barcelona, ​​1984), he began his professional career as an official spokesperson for the security of the Barcelona Olympic Games and responsible for image and communication of the Olympic Security and the Paralympic Games (Ministry of the Interior 1991-1992).

He has been press advisor to the Civil Governor of Barcelona (1992-1996), professor at the National Institute of Public Administration (1991-2000), director of Communication of the Government Delegation in Catalonia (1996-2002), director of the Cabinet of the Government Delegation in Catalonia (2002-2003) and director of TVE in Catalonia and territorial delegate of RTVE in Catalonia among 2003-2004, a period that highlights the development of own production and the development of national programming with the container program The Lunnis, as well as the promotion of the Sant Cugat Production Center with the construction of three new technical-logistical buildings and a conversion plan for digital technology.

Between 2004 and 2008 he was director of Children's and Youth Programs at TVE, a period in which projects related to Los Lunnis stood out in content and brand development and the development of self-produced programs such as Leonart and the multimedia format under construction, as well as the preparation of the Project and Master Plan for the TVE Children's Thematic Channel.

He has also been an associate professor at the faculties of Journalism and Audiovisual Communication at the International University of Catalonia (2009-2010), director of Communication of the Popular Party of Catalonia (2008-2009) and coordinator of Presidency and Communication of the Popular Party of Catalonia (2009-2014).

Ana María Bordas (Barcelona, ​​1959) replaces Manuel Arranz at the head of La 2, who has held the position for the last two years. Bordas, who graduated in Information Sciences from the Autonomous University of Barcelona, ​​was appointed director of TVE in Catalonia in December 2010 and in 2013 she assumed the direction of RTVE in Catalonia after the merger of TVE and RNE.

His career has always been linked to RTVE, where he has carried out different tasks. Between 2005 and 2010 she was Director of Communication as well as delegate of Institutional Relations of TVE in Catalonia. Between 1997 and 2005, he served as director of RNE in Catalonia.

From 1989 to 1992 he was RNE correspondent in the RNE delegation in Washington (USA). Previously she carried out different tasks as an editor for RNE and TVE in Barcelona, ​​as a political journalist and news editor, as well as an international editor in the Weekend News Services at TVE in Catalonia. In 1992 she was coordinator of non-sports information for RNE-Radio 4 Olympic Radio during the Barcelona Olympics (official radio of the Games). In May 2014, she was appointed by the EBU General Assembly as a member of the Radio Committee representing RTVE.

The Board of Directors of RTVE has proposed the president of the corporation to study the consequences of the closure of RNE's short wave.
