Congress gives the green light with broad political consensus to the General Telecommunications Law

This Thursday, the Congress of Deputies definitively approved the new General Telecommunications Law, thus giving the green light to a text that has had the support of the entire Chamber, except Vox.

The Project of General Telecommunications Law, which has been approved with the vote on the amendments incorporated by the Senate, aims to regulate telecommunications, which includes “the installation and operation of electronic communications networks, the provision of electronic communications services, their associated resources and services, radioelectric equipment and telecommunications terminal equipment.”

The scope of application of this initiative is “the public domain radio used by all electronic communications networks”, excluding audiovisual communication services, video exchange services through platforms, audiovisual content transmitted through networks and the basic regime of social media of an audiovisual nature included in article 149.1.27 of the Constitution.

Among the novelties, the advancement to June 2023 of the obligation for the entire Spanish territory to have connection at 100 Mbps download, which will speed up access to services such as the distribution of high-quality audiovisual content through the Internet.

Furthermore, the so-called universal service will include the Internet connection that all operators must provide.

Finally, another of the new measures approved is the streamlining of the collaboration mechanisms between public administrations and the creation of a interministerial commission for the installation and operation of public electronic communications networks.
