RTVE awards Telefónica Servicios Audiovisuales the acquisition of 14 pairs of encoders and decoders to improve information coverage in the different regional parliaments.

In order to improve the information coverage carried out in the different Autonomous Parliaments, which contribute daily to the regional news programs broadcast on La 1, Spanish Radio Television called a public tender for systems of encoding and decoding that would allow for the transport of the video signal over IP links low cost through untrusted networks, necessary equipment that, until now, the entity did not have. Some of the Parliaments already had this infrastructure, so the Information and Territorial Centers directorates wanted this equipment to be extended to the rest of the regions.

The project finally awarded to Telefónica Audiovisual Services contemplates the acquisition of 14 pairs of video encoders/decoders over IP for the regional parliaments of high information interest in Asturias, the Canary Islands, Cantabria, Navarra, Rioja, Aragon, the Balearic Islands, Murcia, Castilla la Mancha, Extremadura and Valencia. Likewise, it is also contemplated to provide the Bilbao Territorial Center with this same equipment for the information exchanges carried out with the regional channel ETB.

The equipment, which will allow a video and audio link through FTTH connections over the Internet, will allow the delivery of live audio and video content in both SD and HD over unmanaged networks, such as 3G, 4G-LTE mobile networks and/or public Internet, offering low latencies and bit rates.

In the specifications the Corporation details that the equipment supplied must operate on unreliable networks, with bitrate variation, jitter and packet loss. Furthermore, it will allow a delay adjustment of the transmission from 1 to 15 seconds and an adjustment of the 2 and 14 Mbps compression.

The decoders must have two Ethernet ports completely isolated from each other, guaranteeing total security between the two networks. The second Ethernet port will be a control port and will be on a private network. It must allow entry to the management server through either of the two ports.

It is noteworthy that the encoders will allow transmitting from a internet connection without fixed IP. Both encoder and decoder can be configured from an application located on a Windows 10 client that is on the same network as the decoder.

The encoder will continuously transmit its IP address to this application. It can be accessed to configure it without having to turn this application on all the time. Both encoder and decoder will have the possibility of being remote controlled from an application, so that there is access to the communication parameters and the ability to modify these parameters.

This application will allow access to the encoder, decoder and the operation of the transmission without the need for a third application on a server other than TVE and without the need to contract maintenance or an annual license to have this functionality operational.
