Independent production companies share their concern about the lack of a clear strategy on the part of the administrations

Within the framework of the 29th edition of the Ourense International Film Festival (OUFF) the II State Meeting of the Audiovisual Platform of Independent Production Companies (PAP) was held, the group of Federations and Associations of Independent Production Companies that represents nearly 700 companies.
For three days, the participants analyzed the current situation of the audiovisual sector, sharing their concern about the poor operation of Public Administrations and Organizations, where there is a lack of a clear strategy for the future.
Especially worrying is the current situation of RTVE. In the platform's opinion, the instability of the public entity, caused by the permanent blockade and volatility in management teams, is generating uncertainty in the industry. PAP insists on the urgent need for a working group with those responsible for the different departments to draw common and stable lines of action between the channel and Spanish independent production.
Representatives of the production companies warn that regulations under negotiation, such as the approval of the new Law on Cinema and Audiovisual Culture announced by the Minister of Culture, Ernest Urtasun, upon his arrival to office, run the risk of becoming obsolete before being approved. A new context has opened up marked by the impact of artificial intelligence, the diversification of screens and changes in audiences' consumption habits, which requires addressing the new scenario jointly, shielding independent production.
On the other hand, the expected renewal of the ICAA Aid model, which has been the subject of multiple analysis meetings, has not yet been launched, but PAP trusts in the willingness of the General Directorate of the ICAA, led by Ignasi Camós, to begin meetings with the sector in this last quarter of the year.
In matters of taxation, the PAP highlights that the sector is still waiting for a long-announced improvement in tax incentives for the common regime territory with the aim of increasing them and guaranteeing their correct functioning. Despite everything, independent production companies continue to work in a coordinated and united manner, hoping to make progress in the negotiation with the Administrations.
The PAP Platform, which brings together 90% of Spanish independent production, is made up of nearly 700 companies distributed throughout the territory, grouped together by associations such as AECINE, DIBOOS, AGAPI, PIAF, PROA or PROFILM.
