RTVE considers that DTT in Spain could be at risk
As part of Open Television, the group made up of DTT agents in Spain, RTVE subscribes to the group's request to guarantee the continuity of free access to this medium of audiovisual communication.
The claim comes at a time when RTVE considers that “everything could be at risk"The reason is that the spectrum band 470–694 MHz, known as sub700MHz, a long term, which could compromise the investment, operational, innovative and competitive capacity. As a direct consequence, RTVE states, citizens would not have “universal, free or free access to current open content.” At the same time, the Corporation affirms that its freedom of choice is would be reduced by regulatory decisions and not by market dynamics, and that Spanish content production would be “seriously compromised.”
This defense of TDT, a path that represents the 71.8% of television consumption in Spain, arrives in view of the imminent celebration of the World Radiocommunication Conference 2023 (WRC-23), in which possible changes in access to this spectrum band will be discussed. “If the current status quo is altered, the result will impact DTT and the rest of the band's users,” say RTVE and open television.
In summary, RTVE considers that a favorable decision to change the current access regime to the band sub700MHz in CMR-23 will put at risk “the universal, free and free access of Spanish citizens” to the majority consumer platform that meets the requirements of a service of general interest, seriously altering the existing competition in the audiovisual sector and even the Spanish production of content itself. The present position is shared with that officially maintained by the Spanish Administration, the European sector of creative and cultural industries, as well as with representative organizations of the sector in Europa, such as the European Broadcasting Union (EBU) o to Broadcast Networks Europe (BNE).
