Revolution in RTVE with a new transversal management structure
The Board of Directors of RTVE, at the proposal of its president, José Manuel Pérez Tornero, has unanimously approved the new management structure of the Corporation.
This chain restructuring approved this Wednesday has been accompanied by the appointment of top level managers, as well as the Communication and Participation direction. The reform, in which The addresses of TVE and RNE are suppressed, is divided into large areas of transversal contents. The objective of the corporation has been “simplify and increase” the effectiveness of RTVE.
In this way, the organizational chart of the management team looks like this:

Besides, María Eizaguirre assumes the Communication and Participation direction which will depend from now on on the direction of the Presidential Cabinet.
Appointments and profiles
José Juan Ruiz, director of the Presidential Cabinet
Professional with a long career at RTVE, José Juan Ruiz (Barcelona, 1964) has a degree in Information Sciences from the UAB and has held different management positions in areas of management, production and programs.
He has been deputy director of Management at RTVE Catalonia (2015-2020), deputy director of RTVE Catalonia (2012-2015) and director of Children's Programs at TVE (2009-2012). He directed the programs 'Under Construction' on La 2 (2008-2009) and 'Leonart' (2007-2008).
Previously he was deputy director of RNE in Catalonia (2002-2007), director of News of RNE (1997-2002), and head of the society and culture area of RNE (1996-1997). He has been co-director of the RTVE-UAB Chair for News Innovation in the Digital Society.
Alfonso Morales, general secretary
With a degree in Law from the UAM and a doctorate in Journalism and Communication Sciences from the UAB, Alfonso Morales is an expert in the Telecommunications sector and a professional with extensive experience in the public sector. Current president of the Board of Directors of Telemadrid, of which he has been a member since 2016, he worked in the National Observatory of Telecommunications and the Information Society and in the Digital Economy Directorate of the Secretary of State for Telecommunications and the Information Society (2012-2013).
From 2006 to 2012 he was an advisor to the Ministry of the Presidency for the audiovisual and telecommunications sector and between 1998 and 2005 he served as a technician for the Telecommunications Market Commission. From 1993 to 1997 he practiced law as a specialist in Private Law. He has extensive experience in legislation and the audiovisual market, advertising, audience analysis, legal regulation of content, administration of audiovisual companies and protection of minors in the audiovisual field and the Internet.
Marta Torralvo, corporate director
Graduated in Economics from the Autonomous University of Madrid, Marta Torralvo Liébanas has extensive experience in the financial economic sector and public sector auditing. The new corporate director of RTVE has been the general economic and financial director of Renfe Operadora since 2018.
She has been an advisory member of Public Companies in the General Subdirectorate of State Companies and Participations of the General Directorate of State Assets of the Ministry of Finance (2017-2018) and a State auditor and auditor in the National Audit Office (ONA) of Financial Control and Audit of the State Public Sector of the IGAE for almost a decade (2008 -2017). From 2002 to 2007 he was an Audit and Accounting technician in the Delegated Intervention of the Ministry of Science and Technology.
She is a member of the Board of Trustees of the Spanish Railways Foundation and president of its Governance Commission, member of the Board of Directors and the Audit Commissions of Navantia, SEITT and CESCE, and speaker in courses taught at the School of Public Finance of Madrid.
José Luis Muñiz, director of Studies and Technical Resources
José Luis Muñiz (Avilés, 1961), technical specialist with extensive experience in RTVE, has extensive experience in specialized training in production, production, management, technology and intellectual property at the Official Institute of RTVE.
Since 2018 he has been responsible for the implementation of corporate projects at RTVE and from 2015 to 2018 he was director of the Headquarters Services and Production Processes Area. He held the subdirectorate of Real Estate Management (2014-2015) and was responsible for the Prevention Management System of the RTVE Corporation (2012-2015).
Advisor to the Board of Directors of RTVE (2007-2012), previously he was responsible for Management and Documentation of Occupational Risk Prevention (2005-2007), secretary of the General Committee for Occupational Health and Safety (2004-2005) and sound technician at TVE in Asturias (1986-2005). It has a Silver Antenna from the Professional Association of RTVE in Asturias for the “Best Technical Work” in 1995 and the 1st international prize IFMA 2018 for the Project to implement the Management and Organization System under the Facility management parameters in RTVE.
Mamen del Cerro, Director of Information Content
Mamen del Cerro has been linked to RTVE for almost four decades, where she has developed her entire professional career. Since July 2020, she has been director of News at RNE, a position she already held between 2004 and 2008, first as deputy director and later as director.
Graduated in Journalism from the Complutense University of Madrid, she was RNE correspondent in Washington (2008-2010) and has extensive knowledge of the National Politics area, where she was head of RNE's Politics area in the 90s and later parliamentary correspondent on TVE's Canal 24 Horas, between 2010 and 2012. She has been deputy editor of the Diario 14 Horas and editor from Radio 5 Todo Noticias. As editor of the Society area, she launched the specialization on immigration policies. In recent years, he was part of the 'Documentos RNE' team.
Amalia Martínez de Velasco, Director of General Contents
Graduated in Political Science from the Institut d'Etudes Politiques de Paris and Master of Science, Mass Communications from Boston University, Amalia Martínez de Velasco is a professional with extensive experience in the private sector and has experience in creating content strategies and brand growth in Spain and EMEA. It has an international profile and extensive network of contacts in Spain and main European markets. An expert in adapting content to new forms of consumption, particularly in digital environments, since August 2020 she has been senior manager of Strategic Development for Samsung TV Plus.
Founder of Alatea Media (2019-2020), a consultancy specialized in the development of content and financing strategies for Spanish production companies in the European market, previously worked at Viacom Emea (2016-2019), at SVP entertainment channels, leading the content and marketing strategy of Comedy Central, Paramount Network and Spike, and 14 TV channels in Spain, Italy, France, Benelux, Germany, Africa and the Middle East. Previously, from 2007 to 2016, he worked at Viacom Swemea, at VP Comedy Spain, Italy and Africa. Between 1989 and 2007 she worked at the consulting firm Viziware, was deputy general director of Paramount Comedy and producer and deputy director at Canal Satélite Digital and Canal+.
Ignacio Elguero, director of Education, Diversity, Culture and International
Ignacio Elguero de Olavide (Madrid, 1964), graduated in Information Sciences from the Complutense University of Madrid, has been linked to RNE for 24 years, where he has been director from July 2020 to the present, director of Programs (2013-2018), director of Radio 1 (2010-2013) and head of culture in Programs (2008-2010).
He has directed the program 'La Estación Azul' and has served as deputy director of the afternoon magazine show 'Lo que es la vida', the evening magazine show 'El ombligo de la luna' and the early morning program 'El Ultimo Gato'. He has also been a scriptwriter for the spaces 'Fil de Siglo' and 'Documentos'. His contribution to the promotion of culture from RNE has earned him the Ondas Prize 2002, the Galicia Communication Prize 2007, the special mention of the Ondas International Prize 2010, the National Prize for the Promotion of Reading 2011 and the Prize for the Promotion of Reading from the Editors' Guild of Spain 2012 and the Antena de Oro.
He started in journalism first as a reporter alongside Iñaki Gabilondo, in 'Iñaki los Thursdays' (Forta) and later as a collaborator in 'Hoy por hoy' on SER. He returned to television as a reporter and coordinator of 'Cita con la vida' (Antena 3). He served as coordinator of the Canal Sur magazine show 'De siempre en siempre', and was deputy director of 'Hoy es possible' on TVE. As a writer he has published a dozen books including poetry, novels and essays.
María Eizaguirre, director of Communication and Participation
María Eizaguirre (San Sebastián, 1978), Director of Communication and Participation at RTVE, has a degree in Audiovisual Communication from the University of Navarra, a Doctor in Journalism from the Complutense University and a Master in Education and New Technologies from the UNED. She has completed her training in different programs at Harvard, UCLA (Women 50 International Program) and Silicon Valley, among others.
Editor of Canal 24 Horas since 2018, she has directed the second edition of the Telediario for six years (2013-2018) and the Fin de Semana (2012-2013). From 2008 to 2012 he worked at RNE, editing the Fin de Semana bulletins and from 2000 to 2004 in the daily bulletins. From 2004 to 2008 she was editor of 'Protagonistas', with Luis del Olmo. Teacher, moderator and speaker, she is an honorary ambassador for the Inspiring Girls Foundation. She has a Golden Antenna in Radio (2005), FEDEPE Award for professional women's leadership (2018) and Genderless Talent from the Spanish Association of Counselors and Executives (2018).
