RTVE: historic agreement to convert its territorial headquarters in Andalusia and Valencia into Production Centers
José Pablo López, president of RTVE, and union representatives from UGT, SI and USO, have signed an agreement to increase RTVE's internal production levels and begin the process of converting the Territorial Centers of Andalusia and the Valencian Community into Production Centers.
To López, the agreement represents the consolidation of the “commitment to territorial structure of RTVE"With an eye on next June 30, the date on which it hopes to present "concrete results to the RTVE staff", the public Radio and Television will launch different action blocks in order to return the Corporation to a path of its own production.
The first of these pillars involves consolidating the own production as a strategic axis. RTVE has expressed its willingness to increase internal production levels, especially in “those formats that make up the grid such as magazine programs", as well as reaffirms its commitment to strengthening its own internal production as a "central element of its public radio and television model, without prejudice to the role of RTVE as a driving force of the Spanish audiovisual sector." The union organizations share this objective and link it inseparably to the defense of employment and the use of internal talent.
In this sense, during 2025 the Corporation has worked on the technical internalization of the main daily strips that support the grill of La 1 and La 2; Since September 2025, the internal production of Teledeporte content; is designing a new occupation plan for the San Cugat studios, and a new one has been created Directorate of Arts and Knowledge in charge of developing the project of the Culture Channel.
The parties agree on the need to move towards greater own internal production of the magazine spaces, so progressive, realistic and orderly. This process must take into account the technical, organizational, training and staff conditions necessary for its correct implementation. To this end, the Board of Directors of RTVE has approved the carrying out of a study that will provide verifiable data on RTVE's information and content staff, which will be the starting point for the analysis of the situation.
New production centers in Andalusia and the Valencian Community
RTVE has expressed its intention to begin the process of converting the Territorial Centers of Andalusia and the Valencian Community into Production Centers, with the aim of expanding its productive capacity, reinforcing the information and proximity offer and moving towards a model comparable to that already existing in other centers of the Corporation.
The process will progressively contemplate the strengthening your capacity for the production of territorial news, including weekends and holidays, as well as special news programs based on current events. Likewise, the “technical development” necessary to enable territorial disconnections in La 2 and the launch of “new local content projects”. Once this capacity is assured, the production of a evening show for each of them.
These renewed Territorial Centers, which will be reinforced with human and technical resources, will also extend their own production plan to the production of territorial content on RNE, especially on weekends. Andalusia and the Valencian Community, RTVE highlights, will be testing grounds for this strategy, given that “the conversion model may be progressively extended to other Territorial Centers that meet adequate technical, organizational and staff conditions.”
Staff and professional development
The processes of internalization and expansion of own production internally will be accompanied by an active employment and professional development policy. RTVE undertakes to analyze, together with the union representation and in accordance with the rates recognized by RTVE, the staffing needs, the reorganization of teams and the necessary reinforcements. Also to promote training and professional recycling plans through RTVE Institute. For their part, the signatory union organizations have committed to negotiating with RTVE the necessary measures to successfully complete this process, with full respect for current labor regulations.
The development and monitoring of the commitments included in this agreement will be carried out within the RTVE Production Desk, as a shared work space between Management and the representation of workers. The implementation of the measures contemplated in this agreement will be carried out gradual way and with periodic joint evaluations. The first phase of this gradual process should begin no later than July 1, 2026, provided the necessary conditions have been met.
The vision of union organizations
Miguel Ángel Curieses, general secretary of the General Union of Workers (UGT); José Miguel Martínez, general secretary of the Independent Union (SI), and Jose Carlos Lopez, general secretary of the Union Sindical Obrera (USO) have been the signatories of the agreement, representing the union organizations with representation in RTVE.
“It is a commitment to a solid territorial structure that, in addition, opens up for other Territorial Centers to become Production Centers,” he noted. Michelangelo Curieses, from UGT, who has also referred to the upcoming launch of the Culture Channel: “We continue to increase our own production with the Culture Channel, a great commitment to public service.”
To José Miguel Martínez, of the Independent Union (SI), the signed agreement represents “a historic claim for these two centers and for the entire territorial structure, so that they can contribute to the production of the chain according to the needs they dictate,” while for Jose Carlos Lopez, from Unión Sindical Obrera (USO), "is a principle to support internal production, which is an axis of our union policy, and the ability for all Territorial Centers to broadcast their programs, not only informative, but to truly make magazines and programs that meet the objective of public service in each territory."
